REQUEST FOR PROPOSAL
EVALUATION OF PROPOSALS FOR USPF PROJECTS (GO TO DOWNLOAD SECTION FOR THE RFP)
The Universal Service Provision Fund (“USPF”) was established by the Federal Government of Nigeria to facilitate the achievement of national policy goals for universal service and universal access to Information and Communication Technologies (ICTs) in rural, un-served and under-served areas in Nigeria.

The Universal Service Provision Fund Secretariat on Monday September 26, 2011 placed advertisements in three (3) National newspapers of wide circulation and posted bidding documents on the USPF Website for USPF projects. At the expiration of closing time and date for submission of bids, a public bid opening was conducted in line with section 30 of the Public Procurement Act (2007) for the following projects:

Provision of Backbone Transmission Infrastructure (BTRAIN) Project

Construction of Passive Telecommunications Infrastructure for Purpose of Co-Location of Telecommunication Companies in Rural/Un-served Communities

Establishment of Base Transceiver Stations (BTS) in (Rural) Un-Served/Under-Served Areas of the Federation
The Secretariat hereby invites proposals from companies with cognate experience in tender evaluation to submit proposals for the evaluation of the bids.
The consultancy shall be in 2 lots as follows:

Lot 1: Evaluation of bids for Provision of Backbone Transmission Infrastructure (BTRAIN) in (Rural) Un-Served/Under-Served Areas of the Federation

Lot 2: Evaluation of bids for Construction of Passive Telecommunications Infrastructure for Purpose of Co-Location of Telecommunication Companies in Rural/Un-served Communities and Evaluation of bids for Establishment of Base Transceiver Stations (BTS) in (Rural) Un-Served/Under-Served Areas of the Federation
The bidder should bid according to lots stated above and can bid for more than one lot in a separate proposal. Please indicate clearly the lot bided for at the back of the envelope. Proposals which do not comply with this instruction shall be rejected.

The details scope of work, eligibility and tender delivery instructions as well as other details are contained in the RFP on our website www.uspf.gov.ng. Interested bidders are advised to view the content of RFP from USPF website before purchasing hard copy from USPF.

A complete set of bidding documents may be purchased upon payment of a non-refundable fee ofN10,000.00issued in bank draft in favour of the Universal Service Provision Fund. The Technical and Financial proposal must be in separate envelopes and must be marked clearly USPF/RFP/EVALUATION/2011/TECHNICAL and USPF/RFP/ EVALUATION /2011/FINANCIAL

Bids are to be submitted to the address below on or before Thursday December 29, 2011 by 2.00 PM. All proponents are to note that failure to comply with the tendering instructions shall lead to disqualification.

Eligibility Criteria:

Evidence of registration with the Corporate Affairs Commission
-
Registration with Pension Commission and evidence of remittance
-
Current Tax Clearance Certificate for the last 3 years
-
VAT registration certificate with evidence of past remittances
-
Audited company accounts for the last 3 years
-
Evidence of financial capability supported with letter of reference from a reputable bank and bank statements for the last six months.

Original of items (i-v) above may be required for sighting

Bidders who earlier submitted bids to implement any of the listed projects to be evaluated are not eligible to bid for this service.
